Charting a Shared Future Together
The Plum Borough Comprehensive Plan is our community’s roadmap for the next decade, designed to reflect the values, priorities, and aspirations of the people who live, work, and invest here.
A Comprehensive Plan is an officially adopted document that sets a vision for the future and outlines concrete steps to get there. It provides guidance on land use, housing, community facilities, economic development, infrastructure, and more to help local leaders make thoughtful, coordinated decisions.
This planning process is about more than producing a document that sits on a shelf. It’s about:

Identifying opportunities and challenges we can tackle together.

Building a practical action plan that is implementable, forward-looking, and rooted in shared values.
The plan will unfold in two phases over 18 months. Phase 1, the Listening and Learning phase, is all about gathering input from residents, businesses, and stakeholders through surveys, interviews, events, and pop-up activities. This stage identifies the key issues most important to the community. Phase 2, known as Strategies and Solutions, focuses on developing targeted, implementable strategies based on data analysis and public feedback.
